1 Introduction

1.1
When a freeze on permanent and fixed term recruitment is being introduced as part of the central University’s financial recovery measures. This means that all wastage including resignations, retirements and internal transfers or promotions will not normally be replaced by external recruitment.

2 Alternative Measures to meet Staff Shortages

2.1
In the first instance managers should

  • make every effort to cover staff shortages using existing staff and by rearranging workloads wherever possible;
  • consider what other parts of the work programme can be stopped or curtailed;
  • transfer staff internally from other parts of their unit or Division to cover urgent requirements;
  • explore with Human Resources any possibilities for transferring existing staff from other Divisions of the central University.

3 Exceptions to the Recruitment Freeze

3.1
The following posts are not included in the recruitment freeze:

  • Academic appointments with 100% external funding;
  • Other appointments with 100% external funding;
  • Appointments which generate external income to cover the costs of employment.

4 Exceptional Cases based on Skills and Capabilities

4.1
In a few cases the loss of certain specialist skills or capabilities would significantly damage the central University’s work programme. In such cases the Director should make a full business case and provide:

  • The full job description;
  • The justification for recruitment, along with the impact of not filling the post;
  • It is highly unlikely that posts below level 5 will be accepted as exceptional cases.

5 Use of the “Staffing” Email System

5.1
All exceptional cases must be submitted through the “Staffing” email account for consideration by the Director of Administration and the Director of Human Resources.
